EV's yes. If you plan on outspeeding the opponent then Speed (and +Speed Natures) is something you should pay attention to.

Oh and maybe Hidden Power too for some Pokemon.

EV training? Yes. RNGing for IVs? I don't believe that's the least bit necessary, although it wouldn't hurt if you already know how to do it.
