Which is the hardest ingame starter to choose?

I've just decided to pick up fire red again and I want to know which starter will make the game the hardest; mainly in terms of Gary. So which starter will make Gary's postgame elite 4 team the best and hardest to defeat?

Also might try repeat some of the other games as well so feel free to list the hardest starters of other Gens

Not possible on Fire Red/Leaf Green.

All three starters have been properly balanced so there's technically no difficult Gym leader, it's just you being underleveled/refusing to evolve.

Not really interested in the Gym leaders; I am interested in Gary's post game elite 4 team; which starter will make it the strongest

Hardest starter for Gen 2/HGSS is definitely Chikorita.

His toughest pokemon is only level 63. And even besides that, his movesets are pretty terrible. The best you can do is probably pick Charmander to give him a Blastoise, getting rid of his horrendously awful Gyarados.

EDIT: Blerg, postgame...

Actually that still applies. Apart from Earthquake his Gyarados is still s***, while Blastoise has ice beam, earthquake, and possibly (if you let him) a rain-boosted hydro pump.
