However a small set of pokemon gets this (every poison type, mew, and a small others)

would this benefit the meta a lot?

No it would be OP. It would have to be a signature move of one evolutionary family.

I just want Clear Smog to hit Steel types...
In a battle I forgot Cobalion was a Steel type so after he used Swords Dance I used Clear Smog only to see it didn't work :(

Steel is OP, almost any type paired with it is a blessing.

One STAB earthquake and it either destroys a steel type or left it with less than half its health and then you can proceed with earthquaking again. still OP?

Steel sucks simply because the weakness to ground?
Of course the 11 resistance and 1 immunity doesn't count.
