Question about spread Damage

...from moves like Earthquake, Rock Slide, Discharge, etc.

Is the power of the move still reduced if all but one of the targets is/are unaffected?

Example: Eelektross uses Discharge, partner Garchomp is unaffected, single opponent Carracosta takes damage.

Did Carracosta take 75% of the normal damage or full damage?

Also to note is carracostas ability solid rock so would the damage be 75% (spread damage) or 56.25 due to spread damage and solid rock stacking?
