Is Black 2 available for download on the 3DS or will I need to buy a retail copy?

It's a DS game with DSi Enhancements, not a 3DS game, so you have to buy a retail copy.

Thankfully my expectations were wrong. Yes, you need to purchase the game cart. It is not legally available for download anywhere.

One has to wonder if X/Y are going to be on the eShop day-and-date with retail in any region, and if so, which regions will it apply to? It'd be easiest for Japan and South Korea, as they only have to accomodate for one language; North America has to accomodate for at least four, Europe at least eight, and the "Asia region" god knows how many?...

I'd still get the retail.

WHAT?! Look, I am a highly-respected seasoned veteran, and I take heavy offense at anything that implies that I'm anything other than an honest person.

Anyway, if you actually were to take a look at the 3DS's eShop, there are indeed full retail games also available for purchase digitally (New Super Mario Bros. 2 even touted this fact, the fact it was the first such release notwithstanding), and that selection is only growing. One has to assume that X/Y are going to be no different, as all high-profile Nintendo releases (and some third-party games as well) these days are now getting day-and-date eShop releases same as retail (Fire Emblem: Awakening even has a price already attached), and Nintendo has also been slowly releasing back-catalogue retail 3DS titles on the eShop as well (I'd estimate the highest-profile first-party retail-only 3DS title right now is Kid Icarus: Uprising--and for all we know it'll be on the eShop tomorrow)...
