Pokemon Black Version 2

I'm not exactly far into the game, I'm at the part with the farm outside the 1st town. Do I need a badge or something to have the mystery gift work?

I'm pretty sure I have my wi-fi set up right.

I think you can get it whenever as long as you can access a pokemon center. Since the delivery guy will be standing in there.
