So why did they make Ghetsis replace his Hydreigon's previously awesome set...

...with a crappy all-physical attacking moveset (Hydreigon's Special Attack is higher than its Attack mind you) with redundant coverage (Dragon + Normal) and no way to hit Steels effectively?

His Hydreigon's moveset from BW1 was insanely good as it had perfect coverage, and it was what made him an absolutely menace to face, as opposed to a complete push-over like in BW2. Why did he have to change it?

My guess goes to: in BW Ghetsis was the last person you fought in the main story, so his team (and his main Pokemon Hydreigon) had to be incredibly strong to pose that much more of a challenge. However, in BW2 he no longer is the last boss and is faced a lot earlier.

Could be plot-related. It's higly possible that Ghetsis used different Hydreigon's in BW/BW2. And since he had an (almost) perfect plan to get Kyurem under his control without anyone rivaling him over it, he probably didn't care much about his team. It's even possible that he only got those PokÚs for the sake of self-defense should he get under attack on his way. to Kyurem, but nobody bothered to give Hydreigon some good moves since they never considered anyone in Unova to be strong enough this time. Hilda/Hilbert were gone, and N was part of his plan, so Plasma never considered the possibility of someone else being able to stop them.
Or GameFreak thought that Ghetsis was too strong in BW, so they toned his signature PokÚ down.
