My shiny Metagross has 20+ on every stat except Speed that is 17-19.

It's attack IV is 31.

Then you are one truly lucky individual to catch a shiny version of a fairly rare pokemon with decent IVs.

Shinyness was only related to IVs in Gen 2, where only certain IVs could result in a shiny. Since then, they haven't really mattered.

However, it's probably fitting that if your lucky enough to find a shiny, your unlucky enough to find one with crappy IVs.

Not true. Out of the 7 shinies I've hatched while breeding competitive pokes 5 are usable and 2 of those are good enough for the vgc.
