I have all 8 Badges, Team Plasma isn't budging, one of them even assumes I have to fight the leader/

I belive you have to go to the ship which can be aceesed through the cave south of the 8th gym town

After getting the 8th badge, you'll have to go to route 22, meet Terrakion and Colress, and go to Seaside Cave, where you'll find the Plasma Frigate.
