Wally probably died of asthmar or lung cancer or whatever the hell he had. He was never seen again (thank Arceus).

Unless Wally appears somewhere in the Pokémon World Tournament brackets, then no, Wally is not in this game. Granted, even though he wasn't even a formal secondary rival, he's better than the two formal secondary rivals we do have (Dawn/Lucas [depending on the Diamond/Pearl player character's gender] was pretty much a non-factor after the first quarter of the game, and Bianca's just annoying as hell even in the game where she's not the formal secondary rival), and even manages to outshine a primary rival (in fact, the primary rival he outshines is the one he stars alongside, May/Brendan [depending on the Ruby/Sapphire/Emerald player character's gender], as May/Brendan is pretty much a non-fator for the final quarter of the storyline and the postgame as well)...
