I'm curious since I read somewhere that they have worse IV.

Yep. They can. But it's almost impossible to get one without RNG/Hacking

In Gen 2 they couldn't but from Gen 3 onwards they can.

Yes, you have a 1 out (32X32X32X32X32X32X8192) chance to get a shiny with max IV, you litterally (and without any exageration of some sort) of winning that 600 millions grand prize that was drawned a few months ago in the US than getting such a perfect pokemon without cheating.

It's Gen 2 that had Shinyness dependent on IV. Now IV and Shinyness are independent of each other, and yes, it's possible to get a perfect IV Shiny.

Not very bloody likely though.

If you do encounter a legit shiny in the wild with perfect IVs, you'd best stop playing Pokemon and go for the lottery or the casinos.

Time to cut down the odds. Flawless parents + shiny charm + MM = 1:(32x32x32x1024). And that assumes that you want all 6 IVs to be 31. Or rather, a specific value.

That'd be too late, the luck would have run out already.
