Try using a move that's not Volt Switch. Volt Switch, as well as its Bug-type physical contact-making counterpart U-Turn, have the effect of being forced to switch out the user as long as you've got another able Pokémon in your party. I take it you're somewhere between beating Elesa and reaching Lentimas Town, as Volt Switch is the only offensive Electric-type TM you have access to in that part of the game... --- I am a die hard Pokemon fan to the most, including the traditional hate of Yu-Gi-Oh.
