Is there any way to buy and gift this outside of steam?

I want to get this for a friend for her birthday, however she doesnt have a steam account. Im going to try to convince her to make one, but in the case that she doesn't, are there any websites selling this without using Steam?

Edit: Looking through Google search seems to imply that every instance of the game needs to be activated through Steam. The Amazon version doesnt mention this, but I'm pretty sure Amazon doesnt let you gift games.

Amazon just sells the Steam code, it's mentioned under product details.

99% sure it's only on Steam for PC. If your friend really doesn't want to get a steam account, you gotta have a Dreamcast (or an Xbox, for JSRF).
