How to get residents from 1 city to work in another

OK from what i understand the region play (As long as cities are connected) some of my residents in my main "Residential city" should take the freeway or where to another city where i started a mining operation... but i have a lack of workers in that city i placed a few houses but i really wanted people from my main city to commute there.

Is there something special that needs to be done, or am i missing something?

You have to have ferries, passenger rails, buses, airports and a highway connection to make the most out of other another cities workers.

3 million visitors per month, most of these being workers (for my commercial/industrial sectors) and shoppers (about 320k/day combined), with a few dozen thousand tourists and students per day.

so you kinda have to have a small city established first before expanding and claiming another city? Will sims get in their vehicles and commute to another city or is mass transit a must?
