Try building a trading depot under the specialization menu.

i'm having the same problem now. The facility is not converting the recyclables into Alloy or plastic so it just sits there.

Build a trading depot (under the City Specialization: Trade).
Add lots for plastics, metal, and alloys if your Recycling Station is doing those.
Make sure you have a few trucks as well.
Click the button to manage your resources on the Trade Depot main screen.
Either use them locally (if you have places that will use metals, alloys, or plastics), or sell them on the global market.

If you don't do the last step, your Trade Depot will fill up fairly quickly as well.

It actually helps though to let your Trade Depot fill to about half capacity before you start selling them on the open market, just to be safe.
