Maybe a little improvement, but emergency vehicles are screwed.

I have like 16 police cars and a helicopter and instant response time yet they still can't get all the criminals. Not to mention my international airport keeps going offline when there is a lot of crime. Buses are still broken, they are full but sit at stops and jerk forward a couple times like they keep trying to stop when they're already full. Hazmat trucks don't work, fire helicopters don't work, fire trucks drive around in circles and loops before they get to the fire, if they even make it. School busses get stuck trying to leave and enter the highschool. I still see the occasional stuck cars where they are all trying to change lanes into each other and just sit there. And now police cars randomly stop when there is no traffic around.

So if anything it's worse.

There are some improvements.
But the problem is that they are not removing a fixing the root of all the transport troubles. They are just trying to reduce the impact of the true source.

The biggest problem is that the sims do not have a fixed destination. When they leave the work, they all go to the nearest house. Once the first arrivals fill it, all others will choose then next target and all of them go there in one group.
So even if they manged to spread the trafic and the sims are not using only the shortest route, but if it get full, they also use the way around, they all still go to the same destination.
So the traffic jams are still a issue. The mass transport still can not work properly (how can you run the bus service for sims that dont have a destination?). And the resulting haos is blocking the emergency services.
Until they change the way how they simulate the Sims, there wont be any solution. Only more and more workarounds around the real problem.

You're spot on about everything, brother. This patch is addressing the symptom, not the problem. The traffic is always going to be jacked up because of the way the agents work.

The truth is, the people that are happy with this game are going to be happy no matter what because they obviously don't care that nothing works realistically at all, so any minor "improvement" to them is a win. And the people that are unhappy are never going to be happy because this game will never resemble the type of simulation that previous SimCity games were because it's fundamentally broken.

Honestly I too dont care if the games behaves realistically. It is not a prerequisite for a good, fun game. There are many city building games that has no realistic gamedesign at all (Caesar 3,...). But they are well balanced and fun. All they have to do is balance the agents behavior so it creates challenges and ways to deal with these challenges.
But current Simcity design create challenges, but provide no tools to solve them (there is no way to improve traffic in your city with this traffic system, etc.) And I call this broken.

Exactly right. The problem isn't traffic, it's the engine. And rewriting the engine for this game isn't something they're going to bother doing when SimCity 2 is a year or two away from release.
