Homeless won't leave, even though city is bulldozed?

That's actually a good point. The homeless were just looking for trash cans but there were none to be found. Was kind of funny because when I drew the initial dirt road one of them noticed and dashed over to it almost with hope. Little did he know of my evil plot.

I was waiting a few in game days anyway for the fires/deaths/crime per day to go down otherwise I probably wouldn't have bothered either.


You know that poor guy who got his hopes up when he saw the dirt road you made? Well that's going to be you in your next life.

Wait so you built a city and just put all residential? Did you build services? You left it running all night to get a bunch of money so you could start fresh with tons of loot? How much did you end up with?

100% residential. No fire, no cops, no health. Power, sewage, trash, water were the only services.

I ended up destroying the region and starting over, I was more curious to see if it was possible than to actually abuse it. It's certainly possible the only problem is even after you bulldoze everything criminals will remain at whatever the amount was, despite nobody actually being a criminal.
