In short, If you feel 15-20 hours of mediocre gameplay is worth 40 dollars than it is. The combat is the only decent part since it is the only part that requires some for of strategy, the street view is WAY too lax and easy even on the hardest levels.
personally, I felt it wasn't worth it, but then again i have wasted $40 dollars on more frivolous things than this. I can only hope my 40 bucks will be put to a more developed sequel.
EDIT: I forgot to mention that its only 20% like the original games, they gutted the management severely and focused more on the combat.

I don't think it's worth $40. I pre-ordered on Steam for $33 I think and I'm disappointed with my purchase. I would wait for a price drop or steam sale if you want to play it. There's also a demo which basically lets you do everything in the game (gameplay is very repetitive).
I feel like I'm getting my money's worth, but I also have a very low bar on what I expect from games of this genre. People who are looking for a real challenge or refined turn-based combat probably won't be interested at full price.
