We don't know what your processor is. Only that you have 2 cores. My laptop has the following specifications:
Core2Duo T9600 @ 2.8GHZ (oc'd to 3.0GHZ), 4GB PC2-6400, 1GB GeForce 260M oc'd to 600 Core/ 1000 Mem/ 1500 Shader, 120GB Vertex 3 SSD, 500GB SeaGate Momentus XT Hybrid and runs on Windows 7 Home Premium 64 bit.
I have the game installed on my SSD and while my performance drops in many of the same areas/instances as the PS3 version, it runs consistently better and the drops are less severe, both in the amount of frames lost and the length of time for which the performance is lost. I'm using the DSI Fix so that I can run the game at my laptops native resolution of 1366x768. When I run the game on my TV from my laptop, I can run it at a native 1080P without any more perf loss than what would normally be expected from this game at 1366x768. The game natively runs at 1024x768 without any mods and only upscales to the resolution you choose for your monitor, much like the console versions. This game is also weird in that it's heavily cpu dependent but barely uses a modern gpu, my GPU, even at 1080P is only under 35% to 45% load instead of 80% or higher load like what should be expected. So performance is automatically gimped in that regard. I would not recommend buying this game for your laptop at all.
TL;DR: It runs consistently better on my laptop than the console versions at much higher native resolutions than the console versions. Your laptop is a POS and you shouldn't consider the game until you get a better laptop.
