If Dart isn't in this game, why not?

I understand that certain characters like Crash and Spyro we have to just accept because Superbot must have obviously tried but couldn't get them (IF THE LEAK IS FINAL)

but if Dart isn't in, why? He is a first party character so it should be easy for them to be allowed to use him or Rose, or am I wrong?

They mentioned there were characters with an unexpectedly big fanbase, he was probably one of them

Theres always a chance via DLC

Im actually hoping they announce a new Legend of Dragoon soon. ;)

But yeah, more the merrier, plus Dragoon form could be awesome.
