I don't think she's black. Just tanned or whatever. I mean, look at the box cover.

Kat's nearly the same color as me, and I'm half black. Not all black people are dark.

Who knows though. It's very popular in anime and games that dark skinned characters have light hair (like Xemnas in KH).

In game comic she is black. There are black people in Gravity Rush other than pale skin or tanned.

Japan isn't good at drawing black people (without it being Mr Popo level offensive) so i can't tell if Kat is supposed to be one or not.
