Is there only one per character I can get if I didn't pre-order or buy the ones on the store?

Theres 3 sets of costumes:

Pre-order, Default and Unlockable(unlocked once you reach level 10 for all characters).

Pre-order only applied to the 1st 20 launch characters. The 3rd costumes for all DLC characters will be added on to the PSN. The Pre-order costumes are also now available in the PSN store for $1.99.
