It would just be as bad as gems in that one game if they did that.
If you're talking about STxT, it could be done differently. That game had DLC gems that default gems obsolete, right? I don't have the game myself. I remember people complaining about a dlc gem that had the same requirements/activation method as a standard gem, yet had twice the gain.
As long as minions weren't paid DLC it could work.
