Jak 2 is kinda a mess of a game. It tries to do everything but the only missions that are any fun at all are the platforming missions and the robot missions. I guess the fact that it can be kinda challenging is nice too.
But yeah, it has the no more heroes problem of having a worthless city with absolutely nothing to do in it other than drag out the game time by making you travel from point A to B.
For some reason I liked 2 better than 3. Maybe because of the more coherent story and mission structure. Stuff felt really rushed and aimless in Jak 3 for me.
Unfortunately, I cannot make a true comparison between 2 or 3 and 1. They feel a lot different to where there's not much to compare. I will say I like Jak 1 the best, though. It's a short game, but it's sweet, and fun throughout. Plus, collect-a-thons are my favorite, so stuff like Spyro the Dragon and Banjo Kazooie really get me going.
