Yeah, despite having no projectiles, Raiden seems to dominate close range combat.
Actually,it's BECAUSE he has no projectiles that he dominates in close range. Your goal, against Raiden, is to keep him away from you. It's common game balance. He's trying to get in (hence his crazy mobility and forward-moving counter/parry) and has to get around whatever you throw at him to succeed.
That being said, he's a LOT easier to use in a 1v1 setting than Dante... it's quite a difference in learning curve between them two for CQC, and I usually end up recommending Raiden to first-timers to learn the mechanics, and if they want something a little more complex, then offer Dante.

There is nothing wrong with his down throw; he deserves a throw that he can combo off of. There are quite a few different changes you could do to Raiden that would remove his flip kick level 1 confirms.
