I just stick with B.D. Joe and I pick out the mod based on the stage. I use the handling mod for stages like Adder's Lair (to avoid hitting the snake's mouth) and Chilly Castle (in order to maintain control in the boat section plus not crashing at all in the last curve) and I use the acceleration mod for stages that heavily focus on the boat section (Outrun Bay, Burning Rangers), and I use the speed/console mod for stages that don't have as much curves (Carrier Zone). Works out very well for me.

These tiers were tested in Time Trial to see who exactly are the best/fastest characters. The same rules applies for Multiplayer online as well IF you're in a lobby full of really good players and if they can dodge and evade all of the chaos that goes on. Though, depending on the situation and all of the chaos, any character has a chance at winning.

I don't quite follow, some of the character + mod combos on there have the exact same stats but are in totally different tiers, what's causing this difference in speed in Time Trials that you've noticed?
