Why are aggressive perks practically extinct in this game?

i like variety myself but Id let SP and Jug exist again if they were 2 points if they were to continue the 10 pt system

Ghost / Flak / Dexterity / Tac Mask - Take your pick

A rushers best friends when flanking or trying to secure an objective.
