make a playlist that is kinda like the gun game or sharpshooter, except its the killstreak game. after every kill, you get a random killstreak. that way those people who are good but want to play a "nonserious" "relaxing" game where they don't have to try hard can do so and still earn killstreaks and kill lots of people. this gives them the chance to use sub-optimal loadouts but still have a chance at doing really good. it will also attrack noobs because they want to use all the killstreaks they can never get, so it will be full of noobs as well.

well i do think a playlist like that would be very fun though I don't seriously believe it would end the complaints.
