Does the milimeterscanner only work if the person isn't moving?

In the trailer it showed someone behind cover and moving but the description says stationary. Did they change it?

I think there's a little leeway in when it'll pick up someone. Like if they were stationary when the beam fired off but they're moving when it hits them they usually show up.
