9. trophy system - it isnt practical because Flak Jacket exists

Shock Charge and Black Hat take a tie for the most useful and versatile.

Next, TI serves an extremely important function in objective game types.

I put Concussion and Flashbang next along with EMP grenades. That last one has a more niche use, but it can be an important one.

Smoke, Sensor, and Trophy are all in the "eh" category for me. I guess Smoke + Dual Band could be cool, but I've never tried Sensor or Trophy too much. The only time I used Trophy in MW3 was to cheese my way to SitRep Pro...

EMP grenade should be top tier, I don't know how you see otherwise.

Radar removal, Sight disruption, Black Hat disabled, Unable to call in killstreaks on top off destroying all enemy equipment in the area which includes sentry guns and guardians, with the blast going through walls.

Grants +50 Assist points per enemy killed while EMP-ed as well.

I'd rather be EMP'd than concussed or flashbanged because my gun still works, and if there's anything I learned from MW3 and the first Black Ops, it's how to survive without my radar!!

In all seriousness, EMP grenades are great, but they can't take scorestreaks out of the sky, which tend to be the ones that hurt your team the most, and EMP'd enemies are still about as dangerous as they were prior to being EMP'd.

They're super handy against AGRs, though.

Enemies without radar/working sights, access to blackhats or killstreaks, and without stationary equipment are just as dangerous?

No, simply no.

EMP grenades CAN take out low flying "anything".

I've busted an EMP grenade up high on a ledge to kill an escort drone before.

The trophy system is nice for getting B in Domination, I throw a trophy, friend pops smoke. They can't nade us or shoot us easily.
