I know, but it wasn't consistent enough to warrant any kind of nerf. I'm guessing Treyarch's policy of comparing kills and usage vs. other weapons in the same class led to this. That's probably because the other shotguns are grossly underpowered when SMGs can do the same thing and function past sneezing distance, and more successfully so than most ARs.

Anyone who says the 870 was inconsistent is one of those people who must simply have a different copy of the game than I do... provided you were close enough, the OHKO was consistent (it's a two pellet kill at close range), and if you disagree, you're saying the MW2 SPAS (with SP, no less) was inconsistent, lol.
The drawback to the 870 was that you had to get quite close to get that KO compared to past CoD shotguns, but that's less difficult than ever with how much CQB is emphasized on these (asinine) maps. It's going to be a little bit more difficult now. No big deal.
Let's get honest: there are far too many crybabies playing CoD for an actually balanced shotgun to ever get any time in the spotlight. The last game with shotguns that were comparable to the other weapon classes was MW2, where they were still SECONDARIES. Despite a gun that can kill in tenths of a second at any range always being overall better than one that can kill instantly at close range but is completely useless after a few feet, AR and SMG babbies are used to being coddled by the developers and will complain incessantly about any weapon that threatens their precious full autos.
