I don't think you could really, objectively give a best map overall. At best you could break it down by game type.

For example, Terminal is amazing for SnD, not so even for Domination.

If I was forced to try to name a best map overall...Highrise.

Was outskirts the map that you could climb the really high tower and also had tanks in it? I started playing World at War during Map Pack 1 so I didn't play the normal rotation much in that game.
