Oh yeah it is. Damn thing hardly kills hipfiring in hardcore at almost point blank range.

Dual Wield does give you a faster reload than normal. It's actually slightly faster than the reload with Fast Mags. Anyways, my single Executioner setup is Fast Mags + Long Barrel, but I usually run it with Dual Wield.

Prone hipfire spread is tighter than ADS spread. Even more so if you use a Laser Sight.
