Reputation doesn't really mean anything. Notice how everyone seems to have 5 stars? Whether you prefer or avoid, it fills up the stars. I don't even know if avoiding works as it should, as I've run into "avoided" players through random matchmaking multiple times.
Do it if you want, won't make much of a difference, and just move along. There will be plenty more of them.
Well the in-game player reporter doesn't have an option to report players for team killing. Avoiding them via their gamercard player review is pretty much the only viable option for that. I still report them for all the options within the game's player report, regardless if they're using offensive language, have an offensive emblem, or just cheating and boosting. If I'm team killed for any reason that isn't an accident, to avoid the risk of getting kicked out of the game myself, I'll kill the teammate, quit the game and rejoin and rinse and repeat until they've killed me enough to get kicked out or they just get pissed and leave.

If im team killed i make sure they get kicked by jumping around in their face till they kill me two more times
Or if they use equipment, you can use that to your advantage as well.
Betties can just be shot and it will kill you, crediting a team kill to its owner. Shock charges will kill if youre injured so jump from a distance and take some damage...then shoot their shock charge and itll kill you.
I always enjoy force kicking dudes who team kill me for stupid reasons.
