Do you not know what league is? If not, then that was his highest standing in league play. It says so right on it too.

League play rank means nothing. Even if he is Gold Division Rank 1, there are thousands of Gold division subdivisions, ie Papa Four Nine, Delta Three Eight, etc. Also anyone with a decent team can pretty much guarantee victory as one or two randoms go 1-18 every game without failure.
