Engineer & Dexterity are 2 of the Best Perks in the Game so Why...

...are they the only perks to essentially have a "pro" function like previous game perks?

Dexterity eliminates the transition between sprinting and shooting which is enough to make it most peoples GO TO tier 3 without the added benefit of faster climbing which could of easily been added to the pretty useless sprint for a whole 2 seconds longer perk that is Extreme Conditioning.

Engineer allows you to see every piece of equipment and place-able streak in the game, perfect for avoiding equipment, finding campers and teaming with EMPs/Blackhats for easy points. So why throw in the ability to reroll CPs with it? There are only 3 streaks lower than a CP so with a reroll your pretty much guaranteed to get something worth more than you earned. This ability was more balanced in BO1 since it was attached to Hardline which had to be used at the expense of superior perks like Ghost and Flak Jacket. I can't help but feel that this ability should of been attached to the laughably useless Hard-Wired.

I'm aware that Lightweight grants no fall damage, I guess an argument could be made for it to be attached to Dead Silence but I feel LW isn't the strongest perk anyway, especially in a tier with Ghost, Flak Jacket and Hardline.

A lot of the older perks are "pro" from the get-go, Engineer/Dexterity just have the most noticable formerly-Pro additions.

Actually the perk hard-wired was buffed in a recent patch so that people with hard-wired will NOT be affected by EMP grenades. This is absolutely HUGE in my opinion.

It made it so you were not AS affected. Didn't complete negate it.

how so? If a emp grenade went off near you it did nothing to you right?

I would consider engineering good if more people used claymores but other than that it's useless.

I would Rank tier 3 perks like this:

Dexterity
Dead Silence
Tac Mask
Awareness
Extreme Conditioning
Engineering
