A couple of things to mention:
1) OP compared to the other weapons in the game. Meaning, you shouldn't be comparing the CoD4 M16 to the MW2 UMP45. You'd compare the CoD4 M16 to other CoD4 weapons, and the MW2 UMP45 to other MW2 weapons. You should be looking at the weapon that was the most dominant in its respective game.
2) All weapons should be considered in their pre-patch states if they ended up being patched at some point.
Think I got just about all of the possibilities. Was thinking about adding the PDW maybe, but I really don't think anyone would actually think it's the most dominant weapon in the entire series >_> Threw in "Other" option in case you guys think of something else that's not on the list, though. So yeah, which one are you going with?
I'm personally going with the MP40 from WaW.

Akimbo 1887s. They could friggin hipfire-insta-kill from beyond SMG range and had generous capacity. The fact that MW2 has most of the best guns in the entire series and the 1887s still trumped them all is pretty telling.
MP40 1887s FMGs
Those are the only things that even deserve consideration imo. They were all grievously powerful AND moronically easy to use. If we get to count attachments and glitches, MW2 tubes and Javelindom are in the running too.
Holy smelly armpits... FAL getting so many votes... I understand it's still pretty OP after the nerfs...but it's really nowhere near some of the OP guns form the previous COD games. It's only my opinion but I do feel very strongly about that.
