The size isn't the problem, the layout is. Small maps with good layouts are great gun. Scrapyard comes to mind.

Its interesting how everyone loves Nuketown because its "small and fast paced" yet two thirds of every team just camps their home building for the whole match

I can see that. Scrapyeard has, what? 5 or 6 main lanes? Nuketown has 3.

Layout is everything on a small map, and Nuketown really fails to execute.

i honestly wouldn't put scrapyard in the same size category as nuketown, rust, or mw3 dome

I can agree with that as well. Nuketown, Rust, and Dome, are small. Scrapyard is more medium-small. Not quite small enough to be a small but not quite big enough to be medium.

EDIT: I would call W@W Dome small as well.

Well BO1 and BO2 Nuketowns are both extremely bad, the latter being worse.

Very well put. As far as small maps go for COD, I like dome (W@W) the most. Nuketown for the most part is just two 2x3 sightlines that are almost identical to each other. Rust and shipment for example, are way too small for the layout to be as important.
