Are Ex Conditioning & Hardwired outclassed by other perks in their tiers?

The problem with extreme conditioning is that it would like be used alongside dexterity AND another perk 3 such as tac mask/engineer.
Its pretty much mandatory to run dexterity alongside EC, but you're open to so much abuse from stuff like concussions and shock charges which are quite common, so its not worth running (lol).

Hardwired is a failure because CUAVS + EMP Systems, are very rarely used and when they are, the last thing I think is "God i wish i had hardwired" its more like "meh what a minor inconvenience".

I would also lump things like cold blooded, fast hands, blind eye and DS/Awareness in there with outclassed.

Cold blooded is ok, but in comparison to scavenger/Toughness, its got no chance. I simply would rather avoid long lines of sight than use cold blooded. MMS i never see (nor do I camp), red name is cool, but eh.

I personally find Fast Hands thoroughly useless. Why its not like sleight of hand, i should never know. At least make it so LMGS/specials/Rocket Launchers are reloaded quicker with this perk.

Blind eye is just lol. There are so many buildings, its not good enough. If it had an immunity to AGR and sentry gun, it would make it slightly better, but i very rarely see stelth choppers/escort drones/Swarm.

with the footsteps bad, the sound perks are almost useless too.

I completely agree that cold blooded has no chance against toughness but it's certainly can compete vs. Scavenger. Players really depend on that red name making it work a bit like dexterity and toughness. A player not realizing what team you're on can give more than the 100ms dexterity provides you. Someone not hitting you means no flinch. Like someone said before it's a must for hardcore.

If you are a fan of primary gunfighter than you're not going to have much to scavenge anyways.

I agree almost, but Cold-Blooded and Fast Hands being outclassed by Toughness and Scavenger is debatable. Maybe less "useful". But not exactly outclassed like Dead Silence / Awareness.

Flak Jacket, Hardline for DOM. Ghost on the rare occasion, Lightweight for CTF, Blind-Eye for NEVER.

Cold Blooded for Dual Band or TF users. Toughness always, Fast Hands for a TI or Combat Axe Class... Scavenger rarely. Hardwired I've never equipped...

Dexterity always. Engineer on occasion, Ex. Con for CTF, Dead Silence and Awareness, never. Used DS maybe once or twice in S&D, but I haven't been soundwhored much to switch to it.

MW3 I used Blind Eye a decent amount (maybe 15-20% of the time), and used Dead Silence when I used the Shield because it made for lulz. Also used Blind Eye, Assassin, Dead Silence to play dead in places and harass people lol.

I agree. I think the perk usefulness in this game is badly handled. There are perks that need buffing and perks that do more as well. I also dislike the Pick 10 system. Treyarch should've just stuck with how IW handled the CaC system in MW2. Also, having to spend credits/tokens to unlock equipment, weapons, etc. is just dumb.

I always run Ghost (I'm always moving), Blind Eye (situational of course), Fast Hands (switching weapons and using equipment seems like they take an eternity without this perk), and Engineer (always knowing where enemy equipment is has saved my ass countless times). The perks in this game are just lame, not enough variety and and there are only a few perks worth using, and I've seen some perks barely used and I'm like 6th prestige. So I've got a decent amount of playtime logged in.

EDIT: Another thing I love about Fast Hands is the ability to reset the fuse of grenades thrown at you. That ability saved my life countless times. It was the only perk in its tier set in WaW that I used non-stop. I'm glad Treyarch kept it in the CoD games they've developed. It is also fun to throw a frag grenade at a wall, pick it up again, throw it at a wall, and pick it up again, throw it at a wall, and repeat the process over and over and over. It's especially funny when someone happens to be spectating you and them being confused and accuse me of hacking because the grenade hadn't blown me up. I've actually done that for like a minute lol.

I do wish that you could still hack enemy equipment with Engineer like you could do in Black Ops with its sister perk Hacker. Honestly, Engineer is BO 2's equivalent to BO's Hacker perk. It is obvious and that definitely would help Engineer stand out even more as a even more useful perk.
