i dont know how effective the shock charge would be but i guess you're pretty campy

Scavenger: Good if you burn through ammo like a champ, otherwise it's un-needed. +1/2 Pro Points
Engineer: Can't really say this is bad, but you don't have anything to back it up with. +1/2 Pro Points

Claymore: Get this gone. -1 Pro Points
Shock Charge: Not useful. -1 Pro Points

AN-94: Fair enough +1 Pro Points
w/suppressor: I guess, if you really want to, but about as useful as Ghost -1 Pro Points
reflex sight: Get this gone too -1 Pro Points
extended clip: Get gone! -1 Pro Points

So at the end of the day you have a class valued at about... Negative 4 'Pro Points*'. Hmm...

Now I know what some of you are screaming right now: "But Sniper, you suck! You've got a .78 KD! You don't have authority to determine Pro Points*!"

Just hold your horses a minute.

Ghost: Replace with Flak Jacket; even in Hardcore, Flak Jacket can save you from enemy explosives such as Betties, Frags, and non-stuck Semtex +1 Pro Points
Scavenger: We'll keep this on in order to have synergy with our Equipment +1/2 Pro Points
Engineer: We'll also keep Engineer on, for further synergy +1/2 Pro Points

Claymore: Don't bother with a Lethal in Hardcore, you'll just get yourself booted +0 Pro Points
Shock Charge: Switch to EMP Grenade, to make synergy with both Scavenger and Engineer +1 Pro Points

AN-94: Fair enough +1 Pro Points
w/suppressor: Switch this to Stock to allow for higher mobility, since every shot counts in a Hardcore fire-fight +1 Pro Points
reflex sight: Switch to Quickdraw, to have the advantage of speed in a head-on battle +1 Pro Points
extended clip: Get gone! +0 Pro Points

Secondary: Five-Seven/Tac-45/B23R/Kap-40 +1 Pro Points

Now you have a class that is valued at 8 Pro Points*! And you get to impress your friends by using the word 'synergy' a lot! You'll seem so edgy, and cool!

AN94- You should choose an smg for HC since ar's lose their range dominance in HC -3 pro points
Flak- Explosives still one shot you in HC... -2 pro points
Engineer- meh not great but dex is better -1 pro points
Pistol- If you're using a smg like i suggest, not necessary -1 pro points

Total- 1 pro points

Anyway, I suggest

Skorpion- High RoF and 1-2 shot kill +3 pro points
Quickdraw- Self Explanatory + 2 pro points

Hardline- Self Explanatory + 3 pro points
Dex.- Self Explanatory + 3 pro points
Trophy System- Negates explosive damage. Only for HC dom. Otherwise, replace as you see fit + 2 pro points
Emp- Keep it down to screw with the enemies minimap since they are usually very reliant on it
Total: 14 pro points

Skorpion- quickdraw
LW/HL
Scav
Dex
Trophy
Emp
