Why do quickscopers not have flinch?

Hardscopers? Flinch for days.

What broken game mechanic allows quickscopers to have 0 flinch?

I guess since they're barely starting to aim it completely disregards flinch while ADS transitioning.

Flinch isn't even a factor if you're aimed in a third of a second... that's why.

to be fair the only thing a quickzoomer needs is a sniper. automatically they are the best players in a lobby, because of that instakill. I hear flak jacket is nice, because it protects them from things like randomly thrown c4 (over walls), and stuff like that.

Other than that they really dont need any perks, just a DSR or ballista and they can immediately be gods of cod.

Toughness should have been an attachment, as it directly affects the gun mechanics. A lot of the other broken perks were fixed by making them attachments.

Not really, if you think about it, it is the person holding the gun flinching, not the gun. Get me?

Same think with the Stock attachment though. I think Toughness would have been more balanced as an attachment. They could have called it a sling or something else that half way makes sense.
