I wouldn't say it's bad, really. Just different from Elder Scrolls magic the way I'm used to. In Skyrim you can choose to forego a staff and wield magic in either one or both hands. As you're walking the spell sort of 'floats' in your hands and you can then shoot it.
In this game, you must use a weapon, and your main attacks from from your weapon which is used with right/left mouse clicks. In the case of the staff it shoots a fireball. Your magic spells you get are pretty much just instant spells that work like traditional magic in most MMOs. It just doesn't feel the same.
