How do I get the Special Skill for each character? And X Special for Milla & Jude? (I remember hearing that You get the skill for the Duel Mystic Artes once you hit max relationship with a certain character.

Every character learns Special at level 42 (except Milla for plot reasons). Jude and Milla learn Special X for Kogahazan: Agito at level 70 respectively.
The Special Link Artes skill is learned at 9 hearts, not max (10).

I don't remember where I got X Special though.

At level 70 will unlock "Single Arte" for everyone and "Special X" for Milla and Jude.

Question: What are the differences between the sparklies in this game? (There are the usual white ones that give items and then there's the colorful ones that do something else)

The colorful ones are E.core for arousal orb. The white sparkle are random items.
