Not completely, if at all. The only reason the Locust were all supposedly destroyed was because they had imulsion inside of them from being so close to it when they were underground. The Queen was still alive after the machine went off, and she had been underground for quite a long time. So it might be safe to say that either some Locust were immune to the effects of the imulsion (although the Queen could be different since she's apparently human as well, but humans did turn lambent so humans can be affected), or there could've been births above ground where those Locust wouldn't have been effected by the imulsion (unless it was given to them through birth or something).
There's plenty of ways they could rewrite the Locust back in (although most would be from terrible writing or plot holes), but some ways could work legitimately. --- (>O_O)> <(o_o<) (>O_O)> <(o_o<)

You do realize what a publisher is, right? Square Enix and Konami are 3rd party, meaning they make games for any console. Microsoft's studios (343i and Black Tusk) are 1st party, meaning they will only ever make games for one platform (or two if they ever decide to go with PC). Naughty Dog is 1st party for Sony, which means only Sony consoles will ever see Naughty Dog's games.
There's also the fact that Microsoft owns Halo and Gears, so why would they allow their competitors to have what they own? --- (>O_O)> <(o_o<) (>O_O)> <(o_o<)
