Thing is, in general, any particular horde rushes (or large numbers) of zombies remained killed off. However, on different lives, there maybe a small number of zombies that respawn in an area. So stay on the lookout, there might be a new zombie or a few that weren't there before.
This game makes it easier to get back to where you've gotten before, but not necessarily without conflict. Expect a random possibility to find some zombies on the way, just to keep you on your toes and to expect the unexpected. They certainly don't want you just running back without the feel that you need to keep an eye on your radar.
Also note, on a new survivor, new items also randomly spawn in areas creating some new random item placement. This is all arranged from the time your new survivor wakes up. Thus you definitely want to look at the computer screens (at home base) for all the cameras you have discovered will reveal what objects and how many exist in any given area. If you see stuff there, they exist in some random placement somewhere in that zone.

I've barely ever seen an example of a place where you left some zombies alive, spawn new ones. Just take care to keep using that radar.
