I pre-ordered this so does Metal Sonic come in-game or am I gonna get a code to enter in the game to get him?

Why bother pre-ordering when you'll be able to pick a copy off of the shelf with the same content?

Some people already have the 360 version and from the videos Metal Sonic is not on the game so I'm going to guess they got an unlock code for online.

Now I'm not %100 sure on this but I think I remember hearing that for the Wii U version Metal Sonic will just come on the disk and won't need an unlock code.

Sorry I can't be more helpful but if anyone else knows I would be thankful!

There was a post somewhere saying Metal Sonic and the Outrun track are just straight up included in the Wii U version. No preorder bonuses or nothing.
