Do these lists take into account mods?

Why are you even trying to apply tier lists to a game that has so many variables that it's maddening? This isn't Street Fighter.

Nope, don't have a sig. Maybe later.

So what exactly makes a racing game's character/track matchup impossible to classify/average compared to a fighting game's character/opponent matchup? Mods don't suddenly make it impossible either - look at a game like Capcom vs. SNK 2 where every character has 6 Grooves to pick from. The tier lists take those into account, listing each version of a character separately (and usually listing just the best few options to keep it short).

Of course, you're not going to get any sort of accurate list just from a random message board poll. Especially not on GameFAQs where very few people even understand what tiers do and don't mean. You need analysis and statistics from expert players.

Not changing this sig until Konami announces a US launch for Boktai 3. (See quote)

In that case let me rephrase the question - have you seen one that is actually taken seriously and has some impact on the community of the game? Because keep in mind that even games like Smash Brothers are always in debate as to if the tier list is meaningful.

Conversely I will not ethat there is no tier list for games like Forza, Dirt or Gran Turisimo for many of the reasons I already stated.

I want to emphasize that I've seen tier lists for some of the old Mario Kart games, such as Mario Kart DS, simply because snaking broke the game and anyone that could handle better won automatically. Which means, everyone picked Dry bones in his little tank 99% of the time.

Likewise, heavy characters in older Mario Kart games were downright terrible, where other lighter characters were generally amazing.

Thankfully the last two Mario Kart games have pretty much eliminated this, and I think Mario Kart DS would have too if not for snaking. So it's not an issue anymore, but tier lists or something close to that (everyone but dry bones sucks, etc) did exist at a time.

That said, despite who was 'best' I played who and how I wanted. That said, I didn't win much. Please refer to my signature which I have not changed in literally years.

It's been forever since I played Metroid Prime: Hunters, but if I recall you had to do it at point blank range, then you got several free headshots for a few seconds. I think it also took a while to fully charge.

Man, it's been forever though. I'd have to find it and play to know for sure.

I WOULD! They would do the "I got hit" sound yet they wouldn't freeze. =/

I loved the game though, but funny how my top weapon was the imperialist and killing Trace players with their own weapon. I just got tired of being unable to freeze people 100% without the glitch. xD
