Hate to be devil's advocate here, but it's a little bit complicated. PS3 used a rather unique hardware structure, from which they are moving away now. So not needing to shoehorn the hardware inside new console that would deal with that crap lowers price, both in production and on pricetag in the store. It's much easier to just rerelease them later. Sure it's "forcing you to pay twice" but that way they can reprogram game to work on new hardware.
