Shouldn't we blame Bandai Namco instead of CC2?

Bandai Namco's relationship towards CC2 is more of a teacher-student relationship rather than a parent-child relationship like most other games. They gave CC2 a deadline to come up with whatever game they want to make as long as Bandai Namco makes money. Most of the money that is made towards video games goes towards video game publishers rather than video game developers, even though the developers did most of the work.

This. It's why I don't hate CC2 unlike everyone else on this board. Their dev team is pretty small. They don't have many resources. They need companies like Namco or Capcom for them to fork out games. It's pretty much up to Namco to what ships or not since it's their money that's being used. Not CC2. Namco has way more control over the Naruto series than CC2.

CC2 had a quota to meet. There was a deadline, and only a certain amount of money and help they were getting. I could imagine that one would have to make sacrifices in order to make the cut.

I'm not saying CC2 is innocent. They just receive far too little credit. They arent in control of Naruto. They don't have final say. They're just a company with a small dev team with high expectations.

XGeass makes sense.

CC2 removed the combos because they were too lazy to add the new ones in for the less than 10-or-so added characters.

They have no high expectations or else they'd be putting out NUN or NUNS(1) quality games; preferably in a little longer than a few months. There's no excuse for that; even adding combos for 10 characters cannot take a year. And the story mode is very downgraded from Storm 1, so no excuses there either. Let's not even get into the online.
