What's with preseason ratings in connected careers?

I saw that my drafted rated 77 QB was rated 86 in my first preseason game of my second season. But, when I check my roster or regular season, they revert back to the initial rating. Do preseasons determine rookie ratings? Or do they just have heightened ratings in the preseason?
